While there is no Holy Grail for a "good" resume, the objective of a resume is always to be the one selected (for the next action) from a pile of resumes, because it stands out from the other resumes in the mind of the person who receives it.
So, for a defined vacancy, a good resume communicates an applicant's background, historical contributions and future-value in the best light possible as perceived by the resume reader.
For an undefined gig, a good resume communicates the resume-owners "vocation" or "chosen pursuit" in the best light possible, regardless of who the recipient of the resume is.
In both cases, the "traditionally formatted resume" becomes "good" usually when it is supported by whatever other materials that help best communicate the desired message.
